Consumer Directed Services (CDS) is a Medicaid-funded program designed to provide Personal Care Attendant (PCA) services to individuals with disabilities, allowing them to live independently in the comfort of their own home. This program is free for qualified participants.
CDS enables participants to hire attendants to assist with daily living activities, homemaking, and other day-to-day needs. Comfort Home Health Care KC supports individuals and families in finding suitable attendants who meet the program’s requirements.

CDS Requirements
- 1. Mental Fitness: Participants must be mentally fit to direct their own care (e.g., no dementia or Alzheimer’s).
- 2. Attendant Eligibility: Spouses do not qualify as attendants; participants must use an outside attendant.
- 4. Time-Sheet Accuracy: Participants must check the time-sheets of attendants for accuracy.
- 5. Service Units: Ensure the units of service delivered do not exceed those authorized.
- 3. Management Responsibilities: Participants are responsible for selecting, hiring, firing, training, and supervising their attendants.
- 6. Attendant Screening: Attendants must be registered, screened, and employable according to the Family Care Safety Registry, Employee Disqualification List, and applicable state laws and regulations.
